You also know what you're getting from black most of the time (unlike the Ruy which has numerous sidelines black and white can choose from, making it more difficult to memorize). The Vienna is very easy to learn, you know where your pieces go in most positions and there aren't very many hard to find moves like you can get in the Ruy or other theoretically dense 1.e4 openings. I personally play the Vienna almost exclusively as white and it's really easy to pick positions that are off beat and get opponents out of any prep.
